Add a setting (default on) so a conversation window/tab only flashes, highlights, plays its sound or bumps the unread badge when it does not have focus. If the user is already looking at (typing in / focused on) that IM or group chat, new messages should arrive quietly.

Applies to IM, group and nearby chat tabs, the Conversations floater, toolbar button flashing and the OS taskbar flash.
'Focused' = that conversation's panel has keyboard focus (or is the visible tab of the focused Conversations floater) and the viewer window itself is focused. If the viewer window is unfocused, still notify.
