Today Shift+Enter in the chat bar sends as a whisper (Ctrl+Enter shouts), so there's no way to type a multi-line message.

Want

Nearby chat: a setting to make Shift+Enter insert a line break instead of whispering. Default off, so it keeps the current behaviour. Put it in Preferences > Chat next to the other input options.
IMs and group chat: Shift+Enter always inserts a line break. Whisper and shout don't apply to IMs, so nothing is lost there.
Plain Enter still sends. The chat input grows to show the extra lines, and the sent message keeps its line breaks.
