Region map tiles aren't drawing in the World Map floater: the map window opens but the sims themselves don't appear.

Reported on the current build (after 0.12.0 Beta 5).

To investigate:

Whether the map tile textures (map-N-X-Y images) are being fetched at all, or fetched but never drawn.
Whether the recent texture-memory changes (#159: dropping CPU copies and shrinking textures to thumbnails, the UI-use exemption via markVKUiUsed, and first-fetch drive for never-decoded textures #145) leave world-map tiles thumbnailed or never driven to decode. Map tiles are UI images drawn through LLRenderVK, not scene faces.
Whether the VK UI path draws LLWorldMapView tiles correctly (texture binding / deferred UI uploads).
