People window: import Firestorm's extra features (radar columns/alerts, friend permissions, contact sets...) #230

Bring over the extra functionality Firestorm adds to the People window, so users moving from FS don't lose their workflow.

FS features to evaluate (survey the FS source to confirm details)

Nearby / radar list:
- columns for distance, age (account age), time seen, voice / typing indicators and payment info;
- sortable columns;
- in-region vs. in-sim vs. out-of-range grouping;
- alerts when avatars enter or leave chat range, draw distance or the sim (chat / toast);
- count of avatars in range;
- per-row quick actions (IM, profile, teleport, zoom, track, add friend).
Friends list:
- permissions columns (see online, see on map, edit objects), editable inline;
- online / offline sorting;
- last-seen info;
- Contact Sets (FS's colour-coded friend groups, also used for name tag / minimap colouring).
Groups tab: group count vs. limit, active group marker, quick group chat and notices toggle.
Recent tab: reason and timestamp per entry.
Blocked list: search, block-type column.
Minimap in Nearby: FS options (chat range rings, object rendering toggles), where we don't already have them.

Notes

The People floater is now a retained-UI floater (Vulkan record/replay). Any radar column that changes continuously (distance, voice level) must report changes (onRetainedDirty) or use an LLRetainedLiveScope. Otherwise it only refreshes on the ~125 ms safety refresh.
Prioritise by what migrating FS users ask for. Next step: collect the specific requests that triggered this ticket and order the list.
