From the LL-origin inefficiency audit (finding O5). File/line references are from commit 0229f8872c; re-locate them before working.

VOCache sync I/O

Where: llviewerregion.cpp:752-755, 3202; llvocache.cpp:201-260, 1569-1651, 1757-1785, 1960-2053.
Write path: writeToCache always rewrites the header even when clean.
Upstream: LL moved part of this to a worker in 2024 (not verified in detail).
