From the LL-origin inefficiency audit (finding I8). File/line references are from commit 0229f8872c; re-locate them before working.

Dragging a folder walks the whole subtree on every hover event

Where: llinventorybridge.cpp:2693-2950 (collectDescendents at :2881, more at :2899, :2917).
Fix: cache cargo facts per drag.
