From the LL-origin inefficiency audit (finding I22). File/line references are from commit 0229f8872c; re-locate them before working.

Outfit lists build everything eagerly

Where: lloutfitslist.cpp:182-286.
What: each list has its own idle callback (llinventoryitemslist.cpp:58); O(n²) front-erase on mAddedItems (:183-197); LLCOFWearables::refresh recreates all rows (llcofwearables.cpp:435-470).
