From the LL-origin inefficiency audit (finding U3). File/line references are from commit 0229f8872c; re-locate them before working.

Tooltip Params built before the blocked/idle check

Where: llview.cpp:963-993; lltooltip.cpp:146-149 (4 config getF32 per construct), :501-533.
World tooltips: LLToolPie tooltip strings rebuilt every frame with ~10 LLTrans::getString (lltoolpie.cpp:1131-1290).
