From the LL-origin inefficiency audit (finding U12). File/line references are from commit 0229f8872c; re-locate them before working.

Persistent notifications

Rewrite per change: a full pretty-XML save with a sort (llpersistentnotificationstorage.cpp:50-87, 180-194; llnotificationstorage.cpp:88-105).
Grows only: mHistory holds every persistent notification for the session (llui/llnotifications.h:1107-1145).
Fix: prune on delete; debounce; binary LLSD.
