From the LL-origin inefficiency audit (finding U14). File/line references are from commit 0229f8872c; re-locate them before working.

No parsed-XUI cache

What: 209 of 232 floaters lack reuse_instance, so every open re-parses XML plus findSkinnedFilenames stats (llfloater.cpp:275, 924-947; lluictrlfactory.cpp:159-172; llxmlnode.cpp:827-877; lldir.cpp:691-708).
Fix: cache the layered node per (file, skin, language) as immutable.
