From the LL-origin inefficiency audit (finding C11). File/line references are from commit 0229f8872c; re-locate them before working.

Main-thread reply queue capped at 1 ms/frame (MainWorkTime)

Where: llappviewer.cpp:8940-8951.
Effect: texture downscale and material replies back up during bursts.
Fix: headroom-based budget.
