From the LL-origin inefficiency audit (finding C16). File/line references are from commit 0229f8872c; re-locate them before working.

Watchdog

Where: llwatchdog.cpp:78-90, 142-175.
Cost: ~3 std::set erase/insert pairs under a mutex plus ~10 state-string copies per frame.
Fix: atomics plus const char*.
