Update the J2C decoder to openjpeg 2.5.x (secondlife/3p-openjpeg 2.5.4 has prebuilt Linux and Windows packages).

Our 2.4.0 is Alchemy's build with a partial-decode patch. 2.5.x has this built in as non-strict mode: call opj_decoder_set_strict_mode(..., OPJ_FALSE) (commented out at indra/llimagej2coj/llimagej2coj.cpp:320).
bpp is deprecated: use prec (llimagej2coj.cpp:511).
The secondlife Linux package is static (libopenjp2.a), so drop or make optional self.path("libopenjp2.so*") in viewer_manifest.py (~1358).
After bumping, clear OPENJPEG_LIBRARY from existing CMake caches.
Test: textures sharpening through detail levels; partially fetched textures don't go grey; decode speed unchanged.

Part of keeping third-party dependencies current; check Linux and Windows packages together, and update autobuild.xml with autobuild edit installable.
