Update the embedded browser to dullahan 1.50 / CEF 152 (secondlife/dullahan, 2026-09).

API: additive only; every call in media_plugin_cef.cpp exists. The Windows file list is identical.
Linux: v8_context_snapshot.bin and vk_swiftshader_icd.json moved from bin/release to lib/release: update viewer_manifest.py (~1171-1176).
libcef.so ships unstripped (1.47 GB): make sure packaging strips it.
The secondlife Linux build enables proprietary media codecs (H.264/AAC): decide whether that's acceptable to redistribute, or use a build without them.
Built with GCC 11 / libstdc++: check ABI compatibility with our toolchain.
Test: web profiles, search, media-on-a-prim browser, video playback.

Part of keeping third-party dependencies current; check Linux and Windows packages together, and update autobuild.xml with autobuild edit installable.
