Update the Windows vlc-bin package to 3.0.22. Neither publisher has it, so build our own 3p package. Linux uses the system libvlc via pkg-config (LibVLCPlugin.cmake), so no change is needed there.

Test: parcel media and audio streams on Windows.

Part of keeping third-party dependencies current; check Linux and Windows packages together, and update autobuild.xml with autobuild edit installable.
