Update expat to the current release (neither publisher has a newer build, so rebuild the 3p package).

While there, reject DOCTYPE in our parsers (XML_SetStartDoctypeDeclHandler), since we never need it.
Test: XUI loading, LLSD-XML parsing, settings import.

Part of keeping third-party dependencies current; check Linux and Windows packages together, and update autobuild.xml with autobuild edit installable.
