Update libjpeg-turbo to the current release (rebuild the 3p package; secondlife is at 3.0.4, older than ours).

Test: JPEG snapshot save/upload, any JPEG texture paths.

Part of keeping third-party dependencies current; check Linux and Windows packages together, and update autobuild.xml with autobuild edit installable.
