Update meshoptimizer to 1.0.x (secondlife/3p-meshoptimizer).

Major version: check the simplifier / vertex cache APIs we call (mesh upload LOD generation, the clean mesh store) for signature or behaviour changes.
Test: mesh upload auto-LODs, the GPU mesh store packing.

Part of keeping third-party dependencies current; check Linux and Windows packages together, and update autobuild.xml with autobuild edit installable.
