The Windows installer installs per-user into %LOCALAPPDATA%\Programs\Slipstream. That needs no admin prompt, upgrades in place, and suits an auto-updater (#421).

Some users expect C:\Program Files. Some managed or locked-down PCs block programs running from AppData. And a per-user install is duplicated for each Windows account.

Proposal:

Add an installer choice, "Install for all users", that elevates (UAC) and installs to C:\Program Files\Slipstream. HKLM registry and uninstall keys, plus Start Menu entries for all users.
Per-user stays the default.
Upgrades must find and replace the existing install, whichever mode it was in.
The auto-updater (#421) must handle elevation for all-users installs, or defer to the installer.

Status: filed for later, not scheduled.
