Scope: Move llcleanrenderer.cpp 1552-2482 and 5607-5638 plus their members into a GL-free llcleaningest.{h,cpp}. Repoint llappviewer.cpp:5211 and pipeline.cpp:1725,2299,3151,3257,3323. vkIngestTick lives there.

Prereq: —

Acceptance: Baseline plus vk_ingestTick unchanged.

Risk: med

Shared acceptance baseline: links; logs in under VK and renders prims/mesh/rigged/terrain/water/sky/particles; click-select object/avatar/attachment; region crossing + teleport; no GLSL Compilation Error|SIGSEGV in the log.
