Description

When trying to use shift/ctrl to whisper/shout chat messages cannot be sent at all not even regularly. This affects the small chat bar opened with enter. The regular chat window is unaffected by this.

Reproduction steps

-open chat bar
-type message and hold shift/ctrl plus enter to send
-nothing happens
