Build > Texture tab shows nothing for objects you don't own (should show read-only values) #729

Seen (owner): selecting a face of an object you don't own (a road mesh) and opening Build > Texture shows no information at all. LL and Firestorm show the face's values read-only for objects you can't modify: texture/material, alpha mode, repeats, colour, glow, and so on. The values are greyed out, but they're visible.

Why it matters: inspecting other people's content (alpha mode, PBR vs legacy, texture IDs where permissions allow) is how builders and support diagnose rendering problems -- for example the onion-skin decal z-fighting being looked at now.

Check:

  • LLPanelFace's enable / visibility logic for non-modifiable selections. Slipstream also has FSPanelFace (fspanelface.cpp): see which one is active and how it decides to hide its contents rather than disable them.
  • Permission handling changed in this area. Refs #650 (the material picker MODIFY rule, later reverted) and #658 (the attachment rule that hides restricted textures and materials). Make sure the hiding is limited to what LL hides (texture UUIDs of no-copy/no-mod content) and doesn't blank the whole panel.
  • Selection type: linked faces, mesh vs prim, PBR material faces.

Expected: read-only values are shown, controls are disabled, and only the restricted fields are blanked, exactly as LL does.
