Add a setting (Preferences > Sound & Media, and a debug setting) to mute the teleport sound effect (UISndTeleportOut / the teleport-out sound played on the local agent when teleporting).

Consider also covering the teleport arrival/departure sounds of other avatars if the viewer plays them.
Check FS/Alchemy for an existing equivalent setting name (e.g. FS 'PlayTeleportSound') and reuse it for settings import (#131).
