Update libpng (1.6.50 -> 1.6.53, secondlife/3p-libpng v1.6.53).

The package itself is ABI-compatible (same pnglibconf.h, same symbols), but our freetype package was built against libpng 1.6.50 and records it as a dependency, so autobuild refuses to install a different libpng ("Package not installable due to conflicts ... installed version 1.6.50-r1").
Needs a matching freetype rebuilt against 1.6.53 (fork 3p-freetype, or a secondlife freetype built against the new libpng), bumped together.
The new package uses a flat lib/release/ layout (the old one used lib/{sse,avx2}/release/): clear LIBPNG_LIBRARY from existing CMake caches when bumping.
Test: UI/skin PNGs, PNG upload, snapshot to PNG on Linux and Windows.

Part of keeping third-party dependencies current; check Linux and Windows packages together.
